Mobile network benchmark in Albania 2024 Q1 l
FL Omnitele conducted an independent benchmarking campaign in Albania in June 2025 to assess network quality and service experience. The benchmark measurements compared voice, data, and application services across the ONE and Vodafone networks. Measured areas included 10 cities and the main connecting roads between the cities.
Both operators have started large-scale 5G deployment in Albania. 5G deployment has had a significant impact on the service experience. Typically, 5G deployment directly impacts the download speed benchmark, as 5G can provide a significant boost to the download performance, whereas the impact on upload speeds is somewhat more limited.
Between the FL Omnitele benchmarks in 2024 and 2025, the average download speed has improved by over 70%. Also, average upload speed has improved by over 30 %. Application performance has also improved, allowing users to load websites faster, access higher-quality video streaming more quickly, and post content, such as pictures, to social media more quickly.
ONE Albania - The best Albanian mobile network in FL Omnitele benchmark.
FL Omnitele conducted an independent assessment of network quality and service experience benchmarking campaign in Albania in February 2024. The benchmark measurements compared voice, data, and application services across the ONE and Vodafone networks. Measured areas included 11 cities and the main connecting roads between the cities.
Evaluation of end-user perceived service experience revealed that ONE Albania had the best overall service experience in the benchmarking campaign. ONE scored 95.25 points (out of 100), whereas Vodafone scored 91 points. ONE outscored Vodafone in each service experience category in the measured areas.
Mobile data quality survey in Finland 2024
DNA Plc contracted FL Omnitele to measure the quality of mobile data service in the 10 largest cities in Finland (Helsinki, Espoo, Vantaa, Tampere, Oulu, Turku, Jyväskylä, Kuopio, Lahti, and Pori). The drive test measurements were carried out in December 2023 and covered the city areas extensively.
The quality of experience for mobile data users is impacted by several factors, including mobile network performance, terminal, and subscription type. In addition, the service the mobile user is using affects the quality of experience, as different services have different data rates and latency requirements.
However, data rates (DL, UL) and latency can be considered as the main contributors to the mobile data performance. In this study, three different KPIs were analysed:

Upload data rate over 10 Mbps
What is the portion of the upload data rate over 10 Mbps

Main Results
The results indicate that the mobile data performance of all operators was excellent in the measured areas. Considering the most typical use cases, such as web browsing, video streaming, and remote work and meetings, the measured data rates and latency enable an excellent mobile data service experience with all three service providers.
The average DL data rate for the DNA subscription was over 650 Mbps, while the portion over 100 Mbps was almost 96%. Across different cities, the portion of the download data rate over 100 Mbps varied between 93% and 98% for DNA.
The average upload data rate in measured cities for DNA subscription was 90 Mbps, and an upload data rate of over 10 Mbps was achieved 97% of the time. The results varied between cities from 94% to almost 100%.
The median latency (RTT) for DNA subscription was 19 ms overall. The shortest median latency was achieved in Helsinki (13 ms), and the longest in Oulu (33 ms).
Mobile Data Speeds in Finland 2022
DNA Plc contracted FL Omnitele to measure and compare the data speeds offered by Finnish mobile service providers DNA, Elisa, and Telia in the 10 largest cities in Finland (Helsinki, Espoo, Vantaa, Tampere, Oulu, Turku, Jyväskylä, Kuopio, Lahti, and Pori). The benchmark focused on investigating the data speeds available with each service provider’s premium subscription for consumers (unlimited data volume, highest available data speed cap) using a 5G-capable terminal.
The measurements were carried out in October-November 2022.
Main Results
Data speeds achieved by all operators were excellent. Considering the most typical use cases, such as web browsing and video streaming, the measured data rates enable an excellent mobile service experience with all three service providers.
The average download data speed measured with the DNA subscription was 532 Mbps. The results for Elisa and Telia subscriptions were 445 and 422 Mbps, respectively. Results varied during the measurements in different cities and locations, mainly depending on the status of 5G implementation. In the measured cities all operators had 5G already widely available.
